If you want to make you flash stream first you have to make your web page. Here (http://www.t35.com/) you have free hoster.
Than you choose one of the live flash services from this thread, you put in on your website through embedding player.
You have at least two possibilities how to stream on flash. Either through Tuner TV card inside your computer or you connect your set top box on your computer and you stream from there.
You will have better answers from other members.

you should embed vshar* rmtp in a jw player but it wont hold huge amount of viewers..
its almost a disabled option for justin , ustream and other free flash streaming platforms.

if you can spend some thousand dollars you can run your small streaming service. check out the streaming media solutions.
otherwise free rmtp streaming always useless with limited bit rate , limited time and less viewers.
