It used to be only the champions of one season playing in next season's champions league, but lately they changed it ($$$), and currently more lower placed clubs get to play in the cl. E.g. the number 4 of England, Spain and Italy gets to play in the qualifying stages.
How many clubs per country are allowed to participate in the cl depends on that country's ranking which is comprised (right word?) by the amount of points won by the clubs, divided by the number of teams (from that country
) that have played in European club competitions that year. So the better the country/league is, the more teams are allowed to participate in cl/uefa cup (-qualifiying stages).
However, if I´m not wrong, this whole system is about to change as Mr Platini (former football/soccer-star and current uefa president) would rather not have e.g. nr 3 or 4 of a league playing in the champions league, as it used to be about champions, and not about the best 32 teams in Europe. E.g.: The last 2 years we've seen 3English teams make it to the semi's, (so that's 3 out of 4
).
Even though I agree that it is much more exciting to watch e.g. Atletico Madrid or Arsenal (nr. 3 or 4 in their respective leagues) play, than it is to watch the champion of Bulgaria, Belgium or even Scotland (no offense, just mho), the leagues purpose used to be champions playing against each other, and Mr Platini, again, if I'm not mistaken, wants to make it harder for non-champions to qualify

Very good, thanks. So... why are there some teams that are clearly overmatched in there if they have such high standards? If they're matching up some bad team against one of the best, why not at least try to expand their viewership by including a team from South or Central America and Africa?
That's what the world club cup is for. Participants are all continental champions eg. last year Manchester United got to participate for winning last years edition of this champions league, and Pachuca (Mex) for winning the Concacaf (north- and central america) champions league etc. Man U won it by the way, but maybe you knew that already

Answer to the first question is simply $$$, as I said in the previous post, this tournament used to have only champions in it, but most people find it more interesting to watch some teams like Arsenal, Atletico Juve etc. than it is to watch a champion from a lower ranked country. But as I also said earlier, they are trying to make it more difficult for non-champions to qualify by changing the format of qualification. We'll have to see if it works out, I believe "the change" starts next season.
that's another story... eg. Israel are part of the uefa cuz most of the Asian/Arab country's hate them for obvious reasons, russia is part europe part asia so they have to choose a continent to participate in, and they chose Europe (uefa), same goes for Turkey.
As said by umutk & P0werslide the UEFA Champions League is only for Europe due to obvious reasons. Certain Asian countries join UEFA due to reasons given by umutk.
