    Default i need help

Here is something else i should of mentioned and is wondering if this could be the cause of the problem the night before this problem started when i am shutting down the computer the power in my house flickered off and back on for a couple seconds.
But the computer stayed off and when turning on the computer that morning the first screen was the choices of
safe modes or regular mode after clicking on regular mode than it went to fixing 1 out of 3 than 2 out of 3 than 3 out of 3.
Then everything else was back to normal except this problem

One thing that you don't seem to have tried is cleaning your registry.

So I suggest you un-install StreamTorrent completely. (yeah ...again...and any old versions you have like NE or Portable)
    Then re-start your computer
Clean your Registry using CCleaner (select from the options on the left of the Ccleaner application)
Repeat this a couple of times until it confirms there are no more issues
    Re-start your computer
    Install StreamTorrent Build 0078

Well, hopefully it cleaned alot of crap out anyhow. I run it all the time, especially the default Cleaner window that open with the program. I just tick & untick stuff to my liking. There also the 2nd tab called Applications that has more stuff that you can "clean" or choose not to clean. The next option down, Registry, I only run about once a month unless I've installed or uninstalled a program. Generally only takes one or two max passes after you've used it a few times. I've seen it take 4 or more on some systems the first time it's been run.
Not very likely the power flash has anything to do with it. The last thing I can think of at the moment is microsoft security essentials. Don't have a clue what it does or if it may block anything. Don't trust any of that stuff from them. They take really good aftermarket programs, buy the company out, then totally butcher them. Also not sure if it loads in safe mode. Some do, some don't, but that's why dmw had you try in safe mode, because very few apps load in it.

Other things to try. In no particular order.

If there is any other program that you recently installed, you should uninstall it. Then run the file and registry cleaners in CCleaner.
    Try again.

You may have to uninstall any anti-virus, anti-malware, anti-spyware programs that you have and run the cleaners.
Normally Security Essentials doesn't cause a problem but it could. the only way to know for sure is to remove it and any other ones.
    Try again.

You may have a disk error from you power outage. It may be able to be fixed or it may have damaged the OS in some way that may require a OS reinstall. Right click on you OS system drive and select properties. On the tools tab select a error check and select all repair options. The error check and repair will be done after you restart. It may take quite a while depending on you hard drive size. This will give your disk a 5 step check and repair that is much more extensive than the 3 step one done before.
    Try again.

Data Execution Prevention (DEP) could be stopping ST from starting. That is normally not the case but should be checked.
Search in Help and support for DEP. It will tell you how it operates and how to turn it off for a single program for all programs.
    Try again.

And like I said before your OS may just be damaged in some way that cannot be fixed and it may come down to an OS reinstall to fix the problem. But wait on that one and see if anyone has any other ideas first.

Right just had a idea with you say your computer went through a power serge and it may have crashed in the process, get your self a copy of WhoCrashed and run it and if you computer did indeed crash it will list all your problems...

Good to have also is Microsoft Fix it Center Client

StreamTorrent will load in Safe mode as long as you do it with the Networking enabled option but only with a wired(Lan) connection and not a wireless connection...

If ever a password is needed in any of my or other users uploads try myp2p, Myp2p or wiziwig.

Yeah, done that before... sorry for the confusion. I was talking about MS security essentials ... If that was perhaps blocking something, didn't know if it also auto loaded & ran in safe mode.

    Crash dump directory: C:\Windows\Minidump

Crash dumps are enabled on your computer.

No valid crash dumps have been found on your computer

    --------------------------------------------------------------------------------
    Conclusion
    --------------------------------------------------------------------------------

Crash dumps are enabled but no valid crash dumps have been found. It may be that there are problems which prevent crash dumps from being written out. Check out the following article for possible causes: If crash dumps are not written out.

In case your computer does experience sudden reboots it is likely these are caused by malfunctioning hardware, power failure or a thermal issue. To troubleshoot a thermal issue, check the temperature using your BIOS setup program, check for dust in CPU and motherboard fans and if your computer is portable make sure it's located on a hard surface. Otherwise it's suggested you contact the support department of the manufacturer of your system or test your system with a memory test utility for further investigation.

Check out the following articles for more information: Troubleshooting sudden resets and shut downs.

Read the topic general suggestions for troubleshooting system crashes for more information.

Note that it's not always possible to state with certainty whether a reported driver is actually responsible for crashing your system or that the root cause is in another module. Nonetheless it's suggested you look for updates for the products that these drivers belong to and regularly visit Windows update or enable automatic updates for Windows. In case a piece of malfunctioning hardware is causing trouble, a search with Google on the bug check errors together with the model name and brand of your computer may help you investigate this further.
