ZURICH -- The International Ice Hockey Federation has added Qatar and Jamaica as its 71st and 72nd member nations.

The IIHF says Qatar will become a full member after an audit, and Jamaica joins as an associate member.

The decisions were taken at the governing body's annual congress in Helsinki, Finland, during the world championships.

The IIHF says Qatar formed an ice hockey body in 2010 and has two rinks in Doha. The tiny desert nation runs a five-team national league.

Qatar is the third member country from the oil-rich Gulf region, following the United Arab Emirates and Kuwait.

Jamaica formed its federation last year with one rink, and is the first Caribbean member of the world body.

The higher bandwitch and connection you have the better quality you can stream in? Or is it the program you use?...Usually the sopcast streams are really good, but the streams that are webpages have kinda low quality...

It's the streamer that decides the quality. With Sopcast and Streamtorrent it's easier to make a high quality stream as those don't restrict the bitrate you use, while flash sites need server power and bandwith to support the streams so they restrict the bitrate to a lower maximum. Most flash sites aim to make money so restricting streams to a lower bandwith means they can get more viewers (read money) then when they allow high quality.

there are many factors: bandwidth, CPU, codec, streamer's skill, etc...

that's why you can't tell the quality by BW alone. generally, higher BW translates to higher quality streams, but it still depends on the codec, encoder settings, etc.

Indeed it also depends on what a streamer uses as input, encoding, which CPU he has etc. So that's also why a 500k flash stream on 1 site could look better then on another. Same for sopcast streams where a 1200k one can look worse then a 800k one.
