Get a new soundcard? Just a thought. Do you maybe use a DELL machine? I do and had terrible sound probs with streams - even from youtube. DELL uses an integrated sound device on the motherboard that is crap.
Got a new sound card and all probs solved. Hope that helps?

had downloaded it befor dont know how to use it as in the encoder i use that vac as my audio source so no volume is there,plz can u help me with the settings

I did in the download link, run setup.exe now depending what OS your running 32 or 64 bit. Copy the content of one of the folders for your OS to the VAC directory.
Example
Windows 32bit = x86
Windows 64bit = x64Code:audiorepeater.exe, audiorepeater_ks.exe, vcctlpan.exe, vrtaucbl.sys
Im running Windows XP 32bit so i copy those 4 files from the x86 folder to...Code:audiorepeater.exe, audiorepeater_ks.exe, vcctlpan.exe, vrtaucbl.sys
Now you have the FULL version...Code:C:\Program Files\Virtual Audio Cable

I had the same problem on my desktop. Downloaded drivers from my motherboard site and the line in had bad crackling. Downloaded from the official sound drivers manufacturers website, which was a lot more up to date, and downloaded the drivers from there. Work fine now. Another solution is uninstalling your sound card drivers and using the standard windows ones.
Both worked for me but you get stereo mix by using the proper drivers
