Most likely available on http://www.ceskatelevize.cz/ct4/ , might be ip restricted but maybe not with small events

Yes, but geo restricted.
Watchable with a working proxy.

I was not able to find it. If you guide me I might be able to bypass the restrictions and stream it on globalsports.

Atm it looks like I found a way to stream it by myself, not quite sure now.

Country restrictions can defer per event. Right now I get the message that it is restricted.
